Emissions woes continue, please help!!

For future reference, you may want to look into the laws of Illinois governing emission. I am in Pennsylvania and they have a loop hole which states if you drive your car less than 5,000 miles per year then it does not have to get a smog test. Therefore, I run an O/R pipe without any problems. Unfortunately, many of the smog test are federally regulated and states adhere to them to acquire funding. However, if Illinois has a similar loop hole it may be useful to you. I have even known "some" people to simply unhook their speedometer cable to comply with the 5,000 mile restriction. They just judge speed off their RPM and gear combination. Good luck.

what do I cap off these plastic lines with? Or do I need them to run right?

do they sell this type of plastic vacuum tubing or do I have to go to the boneyard?

LAtely I've been starting the car and it will catch and then the RPMs will drop and it will die. Then I restart and everything is fine, it's done this like 3 times, could it be related?

You have a broken line to the diverter valve that directs the air to either the cats or the heads. The output of the diverter valve isn't connected to the check valve for the tube that goes to the back of the heads. The bottom output of the diverter valve goes to the check valve that is connected to the air tube that is connected to the cat converters.

The white vacuum line on the 4 line cluster on the back side of the passerger side wheel well connects to the diverter valve shown.

The black vacuum line on the 4 line cluster on the back side of the passerger side wheel well connects to the diverter vave up next to the smog pump. It either passes air to the next valve, or vents it to the atmosphere
