so how does this work? If a car has exempt stamped on the title for the odometer, what happens when it's time for inspection, Is it still legal?

Tha exemption is DMV related, that status is give to a car that's more than 10 years old and a title change has occured.
It has nothing to do with your inspection, the inspection faclity will always record the milage shown on the odometer at the time of inspection.

That may or not apply in his state. In Maryland as long as the odometer hasn't flipped or been tampered with they don't care how many times the title has changed or how old the car is. The odometer stated mileage is what they go by.

well the odometer reads "02,452"

So i'm guess they would put that down insted of "Exempt"

Where I live we don't have inspections or emission testing. But this is what I know here: When I bought mine it had a tick over 100,000 and the title read 40,000 and when I got the title changed over I told them the mileage. When I got the title back it said exempt.
