Fan Issues and Whistling noise

I have a 2002 gt, idk if this is a problem or not, my car has never overheated but i noticed yesterday that the fan wasnt on when i got home from work, is this ok as long as the car is cool or should it be on even if the car has been running for 30 plus min.

And also im getting this whistle noise like a wined up from a supercharger or something but i have no supercharger, so what could that possibly be.

The fan only comes on when needed. Mine didnt come on at times in the winter while cruising on the highway. Do some stop and go driving, you should be able to hear it kick on.

As for the whistling, do you have a CAI? I had a MAC aluminum CAI for a while and it whistled pretty bad when I went WOT.
