Fender to headlight bucket alignment problems

Hey guys,
I bought a reproduction fender a while back and now I'm trying to put it on however the headlight bucket won't line up with the top of the fender. I bored the holes out in the fender thinking that would fix it ... now when I try to tighten the bolts on the back it simply shifts the headlight bucket back up because it runs into the sheetmetal bucket welded into the fender. When the nut hits this it slowly pushes the headlight bucket back up as there is no clearance between the nut and sheetmetal bucket. Anyhow what should I do? I thought about ripping the sheetmetal bucket out and rewelding it where it should be however that would take a lot of time. Has anybody else had this problem and what is your advice?

Use a small flat washer behind the nut,
when you tighten it down it will clamp them togeather and not want to ride up the fender like just using the nut will.

I don't think the washer would work because the stud is too close to the sheetmetal bucket inside the fender.... does that make sense? When I tighten the nut down it slides the headlight bucket up away from the rounded part of the sheetmetal bucket.
