Well like the sub line says I just finished rebuilding and installing the motor and she seems to purr like a kitten . So my question is how soon should I wait before. Changing the oil ? Keeping in mind that the block I used had quite a lot of metal shaving . I did a backyard hone and used my garden hose and cans of engine cleaner on the block followed by compressed air on the oil passages and such.

shavings were form a combination of bearing material and the oil pump where the timing chain ate through it because of a broken guide.
bore gauged the cylinders, minimal taper and cylinders were all close t0 3.552

I'd put a few hundred miles on this oil and then change it and the filter out. You might consider cutting the filter open and checking the media for metal. If you find any, plan another change in another few hundred miles. Rinse and repeat until you see no metal in the filter.

You might want to stay away from synth for a thousand miles or so to allow the rings to properly seat.

Sounds good . BTW where can I get the tool to cut open the filter ? I mean I guess I could hack into it but that would prolly create shavings.

Summit has a selection of oil filter cutters. Here's one example:
