Finding TDC on 3.8L

I'm doing a top end job on my '99 3.8L stang. I am starting to reinstall the rockers and the manual says to find TDC on #1 cylinder. Chiltons is making it confusing. I do not have any markings in the harmonic balancer to look for, but really did not expect to find any there, nor is there a distributor.

I feel I am at TDC when both valves are closed and my feeler in the spark plug hole gives me the sense that the piston is up around the top. For rocker purposes this should be close enough to torque the rocker on down, then I plan to anvance the crank until #2's valves are closed, then 3, 6,5,4.
I would appreciate advice on this.
