Flasher problem steering column nut

I’m going to try for a 2 in 1 here. First off I changed the turn signal switch in my 65 coupe. Now the left light flashes and the right light stays on steady . I can’t find the flasher anywhere but if one side flashes it may not be the problem unless one of the bulbs is bad. I just realized I didn’t check the bulbs. Also the steering wheel nut was very hard to turn and will only go back on with one revolution. The threads look ok is it normal for the nut to turn so hard? Thanks for any help
