Front end sagging. missing bracket.

I can lift the front bumper up and down very easily and I need to secure it. heres what Iam talking about.
theres a bracket but its not really hooked to anything

and what is suppose to hold the bumper cover down.

I think your bracket may be broken . Here is a pic of one off a car and the description


Attaches to the front of the chassis to absorb the impact during collision. Also helps provide the front bumper cover with shape and reinforcement.

There are two clip nuts that go on the header bracket...

Two pics attached. Both cars the bracket is outside the header panel, but I think it can go inside as well.
