Fuel Gauge Question??

I know this might sound dumb but if you remove the fuel tank, will the gauge in the car go all the way to E? I took my tank out of my 90 LX 5.0 and the gauge says 1/4 full. I'm just trying to figure out if the sending unit is shot.

The sending unit will only change gauge reading with the key on. Otherwise, it will stay where it was at when the car was shut off last. The check the sending unit, use a ohm meter/voltmeter and move the float arm up and down and watch for a change in the reading.
