Fuel pressure problem

I have a stock 95 mustang GT it's running like crap, it surges while your driving, has slow throttle response and if you floor it it will almost die then slowly pick up. I did a fuel pressure test, with key turned to on position the guage barley moved! Start the engine the gauge slowly moves to 34-35, pull the vacuum line and it's 44-45. So I replaced the fuel pump and filter and it didn't change a thing!! I checked the fuel lines for any kinks and such but did not see anything. Any ideas?
 
i pull out the maf and take some rubbing alcohol and some q-tips and very gently wipe the metering wires. other people do it different ways.

Bingo!!! That was it. Thanks. One more question, why does the fuel pressure barely register with the key in the on position? I was told it should jump up to 35-40 instantly?
