Fuel pump question

The fuel pump isn’t priming. I’m getting like .5 volts to the pump. I am getting power to the relay and it’s clicking when I turn the key, but I can’t jump the pump through the ECC connector. Please help I’m totally lost at this point

What year car? What mods? The fuel pump wiring changed several times between 86 and 95
