Interior and Upholstery Gas gage problem

I have installed 3 senders and 2 were junk out of the box . I omened out the sender line which is good,installed a new sender I checked before I put it in, I tested the gage and it works. It wont read past 1/8th of a tank with a half a tank I put in it. I replaced the voltage regulator on the cluter and it works. Is it possible the fuel gage is just bad even though it goes to full during testing procedures?
