It might be the gauge or perhaps the sender...

What size are your rims/tires and what is the gear ratio in your car?

Oops I just realized I posted this in the wrong thread lol.. But yeah its probably your sending unit going bad. Does it do this even when you fill it up all the way?

The sender is in the gas tank. It is part of the contraption that holds the fuel pump. It's kinda like a float device. Perhaps something is wrong with it. Now I'm not sure if there is some other sender elsewhere but this is the one I'm familiar with. It probably is not the gauge judging by the symptoms but it's probably easier to check it just in case before you drop the tank.

The senders can get screwed up when changing out the fuel pump.

Can you elaborate a bit more? So you fixed it? Was the tank leaking? Was the gasket caught on the sender?
