Gas Tank Dynamics

I tried searching so I apologize if this was asked before. Examining my 2008 GT, I see the gas tank has two chambers that are connected near the very top. The filler neck pours into the driver's side chamber and I noticed a vent on the passenger side chamber. Now is gas only on the driver's side chamber? If not, curious on how the gas gets to the passenger side chamber.

Also seen in some other posts, older replies however. What is best way to extract the majority of the fuel out of the gas tank without removing the gas tank itself? I read about obviously old school siphoning, opening the top cover and using an external fuel pump to pump out the gas and special fitting to place near the fuel injector rail and run the car to have the existing pump do the work.
