Gauge paint issues...need a little help from the pro's

Can anyone tell me what kind of paint the black gauge paint is? I need to replace it an I know someone said something to me before about the model Testor paints you can buy, but I wanted to know if anyone else had any input? I need to repair my tach which is missing some paint on the bottom and needs a touch up. Also, there is something spilled on the face of it and I have not been able to get it off. I need something to remove this gunk or stain but not the paint. My other option is to have the gauge done over. This I am sure would be costly, but may be my only option. Does anyone else know if I can either purchase a new face plate for the tach or maybe an entirely new gauge itself? Alot of the vendors carry replacement gauges. I would think the model paint would work just fine. I would buy a couple different bottles for the black color and see which one works. Might as well buy a few because if you get the wrong color it's gonna cost you more in gas to go back.

Model Paint

That is fine to replace the paint at the bottom that is missing. It isn't that much and wouldn;t hardly ever be seen anyway. The thing I am more worried about fixing is the "stain" or drip mark on the face of the gauge. It goes from from the top numbers all the way to the area where the paint is missing and looks like crap. I have tried soap and water, scrubbing it and even a little acetone. None of this has worked. I am now wondering how I can get this removed without removing the paint and numbers. If anyone has a suggestion for that I would love to hear it. If I can't get that off, I may have to replace the whole gauge or faceplate. Thanks.
