Gluing Rubber to Plastic

Can someone tell me the best way to glue rubber to plastic?

I know that sounds a little weird and I'll explain.

I've tried to put a leather boot on my e-brake and it kept coming loose so seeing how I had screwed it up I decided to order a new stock rubber boot that is original to the car. Being the idiot that I am, when I tried to fit the leather boot onto the little pegs/posts that are there to hold it down, they were getting in the way so I decided to shave them off in hopes of just gluing the boot down. Well, no dice. I've tried hot glue several times and it keeps breaking away.

What might be the best way to glue that rubber boot to the plastic of the console.
