Are these dealer installed accessories? Also, the Mustang website mentions the use of the foglamp kit with that lower front fascia. Where are those? Are they dealer accessories as well?

You're talking about the same lower valence/billet grill that's on the california special car.
You can order them I believe but it is a pretty straight forward install if you buy them youself after you get the car. I got my combo (saleen grill, c/s lower valence with foglights) for around $560 including tax. Not sure how much the dealership will charge for install and everything.

Evolution Performance sells the California Special lower fascia. I think you can order from your dealer as a Ford accessory, as well.
