Are your cars emissions tested on a chassis dyno at speed in Cali? Here they test at idle and 2k rpm (if I remember). If there are no vehicle speed considerations in your emissions testing then gear the piss out the rear end.
When picking a cam stick with reasonable durations on 112 or higher lsa's. This will keep the overlap to a minimum. There are a lot of cams out there that can pass emissions test, but do not have the carb cert. The carb test is rather rigorous and it is easier to just sell the cam as "off-road only" from what I hear.
