I'm not into all this very much but the way I see it is why can't a race car pass emissions just like any other car? We have the technology now to make a 700 hp challenger and charger that can pass emissions so why cant they make nascar and top fuel cars do the same? It may not be possible today but who knows about tomorrow.

You're not hurting NASCAR or Top Fuel with this. As long as the car isn't derived from a street car it doesn't apply. What they are killing is the grassroots racers. For example, people on this board that want to run 10s with their Fox. It would be illegal to produce parts that would allow that to happen.

I have mixed feelings about what they are doing. In theory, I agree with keeping street driven cars smog legal. But, the bottom line is they need to at least grandfather in what already exists. They could come in and kill off the small/medium performance parts companies really quickly. They say they were making things more specific, but really they were removing their enforcement limitations without adding specificity (removing it IMO). Part of the problem in this whole thing is that the laws they are supposedly "adding" already exist. The EPA has chosen how to enforce them and chosen poorly. Now the laws don't do what they intended and they are going to screw over a bunch of small businesses in the process of half-a## "fixing" their own half-a##edness.

My bottom line is that they should do something, but this aint the way to do it. A little common sense could get things done. But, it's a government agency, so common sense is in short supply.

Uhhh you might want to look into what top fuel motors consist of lol. I'm guessing they aren't going to be passing emmisions...ever

I'm all for emmisions testing/laws etc. But again I doubt very much that the grassroots racer/my off road exhaust pipe is leading to "global warming" etc. Not saying it doesn't "pollute" the air. It's just ridiculous to me. There are plenty of opportunities for the EPA to wrap their arms around and we need them to.

We recently had them at work testing air quality(I work in a quarry/sand mining operation). I'm glad they do things like this. I'm glad they keep industries in check. If they want to make it harder on new car emmisions I'm fine with that. If I had to I'd put cats etc back on my car I guess. I just don't agree with the "agenda".

I think something needs to be done. Some states aren't doing the job they should be. If your vehicle is registered/tagged/used on the road you should have to follow some set of rules. Most states that do have emissions laws/testing (including mine) have a cutoff date. Mine is currently 20 years. So, my Mustang is perfectly legal to be driven on the road however I choose. If the state was to believe that cutoff was too short (probably is), they would increase it but would grandfather in all the cars that are currently exempt. It's just the right way to do it. They could just say "30 years starting tomorrow" and everyone who has done anything to their car 20-30 year old car would have to fix it. But, that just isn't right. That's essentially what the EPA was saying, except to the sellers of performance parts. "As of tomorrow, you can't sell parts that say 'off road use only'".
One way to do it would be to say you can't sell 'off road use only' parts for model year 2020 and beyond vehicles ... ever. That gives the industry time to adjust and prepare and doesn't kill any companies that have already invested money developing parts. But, that needs to be done by lawmakers not government agencies.
I also believe they are going after a small portion of the vehicle emission problem instead of shooting for bigger target. It doesn't matter if you eliminate the parts that bypass emissions, a lot of people are more than willing to drive around with their check engine lights on. Probably more than actually spend the effort to get 'off road only' parts. Someone has to test the cars or there's little to nothing accomplished.
