Engine Hard starting

Looking for help. I have a 1986 Gt. The issue is the car is really hard to start have to try and crank it 3 or 4 times before it starts. Run it shut it off and go to start it right away it will start no problem but let it sit for a minute or longer it struggles to start and you have to go back to trying to crank it 3 or 4 times. Fuel pressure gauge only reads 18 tried turning up the regulator but it didn’t change any thing and it runs rich at idle.

Have you ever changed the fuel filter or pump? Does the fpr vacuum line smell like fuel?

Yeah I changed the fuel filter didn’t do nothing and I bought the car with a 190lph fuel pump probably 6 years old not many miles on it and yeah the vacuum line was wet inside didn’t see if it smelt like fuel I’d assume busted diaphram
