Well this is strange, lately when I have been driving my stang on the highway at speeds over 60 I am getting weird vibrations and shutters from the car when I press the gas, I thought this was due to the fact that some a-hole on their cell phone cut me off and I got some flat spots on my tires when I braked so hard.....but today I noticed that my harmonic balancer is wobbling. I take it this is a bad thing and that it needs replacement? Also could this be causing the vibration? When the car idles it rattles a little but not too bad and I can rev it up without any vibrations,

So I take it I need to replace my harmonic balancer because its not normal to wobble like that!

You better start hoping it is just the balancer, because normally a wobbly balancer means your crank is broken/bent.

The balancer is just coming apart. It happens a lot. Just replace it.

Hopefully you solve the problem. IF it is wobbly, replace it right away. That thing falls apart, you not only need to buy a balancer, you need a belt, a crank pulley, possibly a cooling fan and radiator, if it damages that stuff and a tow home....not cool man. Get it done right away.

You say its wobbling. They all look Wobbly just looking at them. You need to see if the rubber has come apart or the balancer has shifted. Mine in my old vert did the same thing. It took me about a month to chase that problem down but i had very odd symptoms. Once i put it on and fired it up and it ran perfect i was so relieved.

The rubber on the stock balancers can crack causing the two sides of the balancer start to come apart, it will look like the balancer is wobbling with the engine running. In my case it looked slightly wobbly and caused minor vibrations at idle, but smoothed out with more RPM. Once I pulled the balancer I could see that it was shot, I put a new balancer on and it cured both issues.

I went with a Professional Products balancer which works great, you can also get a new stock replacement, both are under $100. You'll need to rent some special tools to remove and install the balancer but it's not to difficult to do.
