Headlight not working but highbeams do, why?

My friends stangs headlights (runninglights/lowbeams) aren't working but his high beams do. I find it weird that he thinks both might be burnt out. I think that maybe a sensor from his e-brake might be enguaged or a fuse may be burnt out. Possibly even a relay. Any ideas?

You can check the bulbs, that would be easiest. They may be dual fillament bulbs (I dont remember), meaning the bulb lights up 2 different ways, one for hi one for lo. I find it unlikely however that BOTH sides are having the same issue if its the bulbs.

There is most likely a problem in the circuit. I dont have a diagram to look at, but it could very well be that when your friend is putting the headlights on they dont come on, but flipping on the high beam completes the circuit and wala he's got light.
