It's called---oddly enough---Headlight Adjusting Ratchet for Ford--and it costs $10 or $15.

The only handtools that you need if I remember correctly are a phillips screwdriver and a 4mm wrench and socket. With this kit attached to the headlights you simply turn the adjusters till the lines line up and the bubble on the levels are in the middle. Most dealerships and body shops use this type of system, instead of parking the car with the lights facing a wall and trying to aim them.
