maybe the elbow coming out of the manifold has something stuck in it? or has rusted out.

Make sure its not air-bound. That could make it not circulate well. Also, how about the thermostat. It is not stuck open is it?
Good Luck

this morning , i took the hose off the the elbow that returns water to the block , and took a coat hanger and stuck it and rusty globs started seeping out then pretty green coolant , i knew then i found the problem. hooked the hose up and soon as the thermastat opened , i had heat. when i bought the car the the heater hoses were bypassed, for god knows how long. thanks for the replys.

Nice! if that elbow is rusted though, i'd suggest replacing it; they're not too expensive. If it gets bad it will cause irregularities in the flow to the heater core, and it might cause that heater core to go bad in a few months. And as you probably know; they're a pita to replace. There was a thread earlier about it happening to someone else, they went through 2-3 heater cores before replacing the elbow.
