your TPS sensor or more than likely, your IAC could be screwed up. you can pick up a new IAC for $40-$50 at advanced auto, Napa, or vatozone. Or, you could get that IAC restrictor plate.
like helty said, it's probably something mechanically wrong. put the old t/b on and see if the problem goes away. if it does, then you know it's something with the new t/b.
read the instructions on how to adjust the throttle body. u might need to adjust the idle screw on the throttle body itself like the instructions say. it is tedius work but i would do that in conjunction with the TPS adjustment.
Take your IAC restrictor off. As dumb as that sounds, i made one out of a coke can, and i made the hole a little too small and the car idled hella high like yours lol. Take it out and see what happens. Good luck!
