Help identifying an unconnected wiring harness under steering wheel.

There is a not- square/rectangular wiring harness that I do not see connected to anything and cannot tell where it goes. It splits off of two other hardnesses that go directly into the steering column, but I cannot find a connector this fits into. Any help would be appreciaated!

You didn't say if the car was auto or manual

On a Fox body, that connector looks like the one the illuminates the PRDNL on an auto car.
 
That's for bypassing the clutch start switch. In an auto car, there's a jumper installed, bypassing the clutch start switch circuit. For a manual, it should be open like that.

That's not correct. Given location and shape of connector it's for illumination of auto shifter
