Are they the original locks? I know my local Ford dealer (Tommie Vaughn Ford) has a master set of keys for all the Ford locks (McGuard I think). They were able to remove my old set of original locks and a subsequent set of SN95 locks from my car when I lost the keys. They didn't even charge me for it.
If that won't work, you can try to use a socket that is almost a fit on the locks. Hammer it on and use your rachet to remove the socket and lug. I got 3 removed with one socket this way before it was worn out, and had to find another socket for the 4th one. If you use a Craftsman socket, then take it back to Sears and get a new one.
