Due to concerns regarding heat soak from my long tube headers I am going to be installing a High TQ mini starter. (possibly with some heat sheilding)
Is it true that these come with a solenoid and that this will allow me to remove the solenoid from the passenger side inner fender?
I think that this will give me a cleaner look under the hood...
If so any issues or concerns that I should consider?

Yes it has a solenoid atached. Some people have eliminated their passenger side solenoid. I followed Ford's example & use two. I did install a 93 Mustang solenoid in place of the origional. Be carefull of how you wire it, or the starter will drag. I dont have an example to give you of the propper wiring. Maybe some one else will post it.

I'm probably doing the same thing this winter. I saved a link to the Ford Muscle site that has an article on the installation here.
