When I got my mustang the horn ring wasn't on. I got the horn ring, and the assembly http://www.mustangsunlimited.com/it...l&subCategory=Horn+Components&CatKey=EMUSTANG .
After pulling my steering wheel off and looking at the two contacts for the horn, I couldn't figure out how it would work. I confirmed it worked by putting a piece of metal across both of them, & the horn went off. The contacts aren't long enough to go through the steering wheel, and make contact on the back of the horn ring contact plate.
After installing the ring, it still doesn't work.
