Adam, assuming all fuses to be good, have you checked the horn contacts for continuity? They get worn and get finicky. Pulling the airbag off lets you manually close the circuit (or try to).
If that's ok, are you sure the signal is reaching the horn relay (underhood fusebox)? IIRC the signal is yellow and light green (and is a ground signal IIRC).
Yes, I get no voltage to the horn. I haven't checked the relay yet. Need to borrow a Jack to get to the fuse box. Thanks for the info. I was going to try to diagnose the clock spring by using the cruise but I removed the cable.
