No clear coat needed,though I would suggest an adhesion promoter before paint (though I didn't use any and my dash still looks great.)

No it's definitely not plastic but particle board like you said. It must be some sort of vinyl covering on it to give it that texture. Should I even attempt to clean it or should I just use some adhesion promoter before paint?

Hmmm.
Definitely needs to be cleaned first.
Maybe someone with more paint knowledge will chime in.

Or, you could try black Plasti-Dip. To clean it, I would just wipe it down with some rubbing alcohol.

Do they sell SEM in that color locally somewhere? I would like to do it this weekend but if not ill order it from lmrs. So I should be fine with some IPA, adhesion promoter, and paint? I just want to do it right since it was a pita to get out.

I have used the SEM exterior paint and all I had to do was make sure the surface was 100% clean. Put some gloves on and wipe it down with rubbing alcohol and you should be good. Check with your local auto stores to see if they have it but I bet you are going to have to order it. Plasti dip can be bought locally and would give you a nice finish. It will even peel off if you aren't happy with it.

I just went to a local parts store here and they do carry SEM interior paint products but not sure if they had the right color black. He just showed me a can that I think was just a generic black. He did say he could try and match me up a color if I were to bring the car to him. He also told me that rubbing alcohol would be too strong for this piece and that I should just use warm soapy water but I am worried that since its on that particle board that it might soak up the water and swell. I think I am just going to order that paint from LRS....

The problem with soap and water is that soap can leave a residue if not thoroughly rinsed off. I think you will be fine cleaning it with rubbing alcohol; it will evaporate quickly and you will only need to use enough to wipe it down, not enough to soak it.

Sounds good, I'll give it a shot. I just ordered the paint from LRS as well.

I'm not sure.
SEM is all I've ever used,and I've never seen the results of the paint LRS sells.

Okay so heres an update. I got the piece painted on Friday and now I am just waiting on getting some new plastic push pins so I can start reinstalling all of the interior pieces. Heres some pics.

Is there a ford part number for these? Or will the ones at any autoparts store work? The ford parts dealership is closed today... I might just take this time and do a real good cleaning since everything is out at the moment. Thanks.

Very nice!
You can get the push pins from any parts store,but they're pretty cheap quality.
They always break the first time I remove them.

Also while at the junk yard last week,I saw 2-V6 mustangs with the Mach 460 with your style rear deck cover

Sorry for taking so long to get some updated pictures. I have just been really busy at working picking up extra shifts and what not. Anyways here are some pics:

Decided to take my seats out to do a cleaning. Only found 2 cents


After cleaning:


I ran into this problem that slowed me down. I broke a bolt trying to remove the drivers side seat. I had to drill this one out and retap it for the new bolt.



After getting the interior back together this is what the finished product looks like through the rear window (Not the best pic):
