i dunno about the 98s and earlier, but i do know how on my 03. Just a small screw on the top of the headlight housing

.....my only problem is that my new mustangtuning.com clear corners have my headlights poited inwards!! My beams cross forming an X about 15 or 20 feet in front of my car! i dont mean to hijack but does anyone know how to adjust the sideways angle.

the stock headlights DO NOT allow for side-to-side adjustment. not sure about different aftermarket headlights though. i have the mustangtuning.com black headlights and they dont have side-to-side adjustment either though.

Always make small adjustments a little at a time and you will eventually get the aim perfect

+1 up and down adjustment only, no side to side...

No need to remove the headlights to adjust, very simple.

Just unbolt the sidelight, one 11mm nut.
This reveals the adjustment screw for vertical up and down on the face of the headlight. Garb a philip's head scredriver and turn accordingly, very simple.

If you do need side horizontal aiming its a bit more work and the headlight has to come out, but there is adjustment. Once you see how their mounted you'll see how.
