I saw the mention of using a paper clip to clean this out, and often having no effect. My passenger side jet is aimed too high up, I saw posts about it being too high or too low. I don't see where the plastic piece is adjustable - do I take a paperclip try to push the metal piece inside down a bit?

Things that I would try before poking anything into anywhere and possibly ruining the nozzles:
Drain the washer fluid reservoir. Mix 1 part white vinegar with 3 parts warm/hot [distilled] water. 2 Gallons should do. Flush the whole system. You may want to make yourself a jumper to run the pump motor continuously. Don't let it run dry.
Disconnect the hose from the nozzles and run compressed air back through the nozzle to remove any debris that might have worked it way in there. Flush the washer tank before reconnecting the nozzles.
