Does anyone have any suggestions on how to clean off this dirt/gunk stuff on my deck lid left from my stupid wing? I don't want to damage the surface, but I don't know what to use...this is some thick nasty crap.

I wouldn't use WD, get a light de-adhesive that doesn't damage your clear coat. Sure stuff like laquer-thinner works weel to get off the gunk, but it also works well for that primer coat finish we all love

Well for the most part all it is now is a ring around where the base was and there is also some plastic crap surrounding the bolt holes. The ring looks like it's from water sitting around it and the paint in the middle looks real dull.

do a short 3 stage buffing. like that u would do after a paint spray. if u dont have a buffer or heads rent em. it'l look better than the resat of the paint if you do all the steps.
