i want to see if this fuse slot in my fuse box is working for my p/w. I had the key on and put a volt meter in the slot and it read 0. But then I tried it with a fuse I know works and it did the same thing?

put the negative lead on the negative post on the battery, then with the key on and fuse removed check for available voltage by placing the red lead on each side of the fuse connection inside the box, on one side there should be voltage..i believe close to 12, on the other it should be 0
I agree - find a new ground.
I use bolt heads and stuff like that inside the car for my meter ground (with an aligator clip). If you have doubts, set the meter to the 200 Ohm resistance scale and connect the other meter lead to a really clean piece of metal inside the car. Your chosen ground should read a nominal amount of ohms (10 or less). Now you know your ground is solid and can test (dont forget to set the meter back to DC voltage).

Im testing for the power windows so the fuse should be powered with the key turned to accesories
Yes it should. FWIW, the Power windows use a breaker IIRC, and there should be a primary circuit breaker off the solenoid IIRC.

For some reason I never had the primary circuit breaker off of the solenoid. Im clueless where to check so I'm gonna see if it is getting juice at the fusebox and work my way to the switch

Not to get off topic, but does anyone know which wire from the ignition harness is the ACC wire? I think yellow is the power going into the switch. I have the diagram that shows the wire colors, but it doesn't show what the ignition switch does to power everything up.
one good place to use as a ground is the ignition key while in the ignition. Gator clip your multi meter (I perfer a testlight) ground lead to the key and find a fuse position you know for a fact is getting power and check it with your multimeter or test light to make sure the test light/multimeter is working and you have a good ground. then go to town. chris
