Hunting down a high idle, HELP!

First off I sorted through all the threads that have been started about this already and I think I have it half way sorted out. The car is idling at almost at 1000rpm which is insane. I unplugged the IAC and the car started idling at around 700rpm which seems more reasonable but I still think that's a little bit high. My car is a 5-speed, shouldn't it idle at about 600rpm? I'm thinking the IAC has a stuck valve in it or something. I tried cleaning out the IAC and that didn't fix anything. Should I replace the IAC? What about the TPS, how do I check that? Thanks guys

Its just a plug in the IAC line with a hole drilled in it, makes the RPM's fall quickly instead of hanging like they do. I took it out to see if that made a difference with my problem and it did not. The high idle just happened within the last month or so. About when it got cold outside, but it never has idled lower than about 800rpm.
