Can anyone identify the cause of this problem?

Car rpm idles at 1,000 in drive, even at a complete stop it will stay at 1,000.

When put into neutral or park it jumps to 2,000 and stays, it doesnt bounce, the car feels and sounds as if you were cruising at 2000 rpm...

What the heck is causing this?

See the sticky "Help me create the Surging Idle Checklist" at the top of the forum for help with your idle problems. The first post in the sticky has almost all the details you need.

By the way, this problem causes the car not to turn back on when its turned off

I think it floods the fuel pump...not sure, idle does not bounce, it stays exactly at the listed rpms above

If I put it in park, shut the car off, and try to start it back up, the starter engages and the car turns over but it wont turn on (as if it were not getting fuel)

??

Interesting. That is exactly what mine is doing which is a stick and I don't have the raising idle problem. It wouldn't start after I took it out on a test drive. I let it sit for a while with the charger on it (Ithought it was the battery the way it cranked) and it was ok after a while.

When I first start it I have to rev it for about a minute then the idle will stay at 1000 rpm's. Is yours the same way?
