Idle Surging

Hey guys i got an 89 Mustang 5.0 that i just swapped out with a fresh motor that has about 5k on it. Everything inside the motor is upgraded over oem 1.6 scorpion rockers, rods, pistons, crank, everything is good. I have a cobra upper and lower, and some power house heads that have been ported and polished, and an e-303 camshaft. Full MSD setup with wires, distributor, jacobs ignition. I am having a problem with the idle surging recently i took the motor apart cause i had some vacuum leaks coming from the upper intake so me and a friend decided to take it all apart, reassemble with all the right gaskets, silicone, and everything. Replaced the tfi module on the distributor, replaced the iac sensor, fuel pump, fuel filter, flushed out the entire fuel system and put a new tank, put in some 19lb injectors, with maf to match and 76mm throttle body, cleaned up all the sensors, and still a surge. Car doesnt shut off and runs good when cold. But as soon as it hits operating temp it wants to bog, and idle all stupid but doesn't shut off. Base timing is set at 15 degrees. Any help :shrug: Also it's at 9:1 compression. Forgot to add that.
