Ignition Lock - Key release mechanism problem

I got back into my car after a drive today, turned the key and it spun without engaging the starter...I soon noticed the key was in the "on" position (check engine light on, radio powered) no matter how i turned it or if it was in or out.

I checked some threads here and replaced the ignition lock but I get the same thing.

I was looking at the push button mechanism under the steering column that releases the key, how when you push the button, it raises a metal rod out of the steering column near the ignition lock.

It doesn't look like this metal rod is sinking back into the column as far as it's supposed to once released. About 1/4 of the rod above the column is clean, like its used to getting friction. It seems the rod is hitting something before it hits bottom.

Any ideas on what might be causing my problem and how i can repair it?
 
A little more info....

The key turns freely, all the way forward, all the way back, so that lock isnt engaging at all...

The door open "ding" doesnt start until the key is in and turned...

Come on guys...Any ideas?
