In other words, is the wiring basically stock with the exception that the door handles have been removed. Note: F1 fuses are in the Battery Junction Box(BJB), F2 fuses are in the Central Junction Box(CJB). Check fuse F1.12(40a) and F2.19(15a). Do the door locks work from the inside of the car? Has any recent audio work been done? Note: the GEM module shares a gound with the radio in the center console area. If the fuses are good, ground is good, and the inside buttons do not work, suspect a bad GEM. If the inside buttons work, then suspect a bad receiver. Otherwise, please confirm exactly what works and what doesn't work.
