Interesting Situation (Pickup Tube Bolts)

I got the pan unbolted from the engine the other day, oil pump and pickup tube out as well. The pan is still stuck under the motor, even though I removed the steering rack, sway bar, unbolted the motor and tranny mounts, and raised the engine as high as it would go. Anyway, once I got the pan somewhat out of the way to see the pickup tube bolts, I noticed that one was missing. This was odd. I got the pump out, and I see that the threaded part of the bolt is still in the hole, and it looks like the head snapped off. It isnt in the pan, and it couldnt have made it through the pump. What the hell could have happened to cause this? Other than it being snapped off during assembly. Thanks for any replies. (351 Windsor).
