Is it my power steering pump or my rack thats bad

I have a 89 LX and I replaced my rack and now my pump is making noise. I beleive I have all the air out of it. I turned the wheel back and forth for at least 15 minutes and the fluid level drooped down twice and I refilled it. Right now while the car is running I have a thin layer of foam right on the top of the fluid. The pump was real loud at first but it quieted down after about 5 minutes. But it is still making noise. If I turn the wheel either direction its noisy or if I give it gas. If its just ideling its quiet. The rack I put in was used. The reason I changed my old rack out is because it was leaking and if you turned the whell either left or right it made no attemt to return back for you you actually had to bring it back around your self. Now I drove the car and this rack does the sam thing and now my pump is making noise also. It wasn't making any noise before I replaced the rack. Any help would be appreciated.:bang:
 
When you bled the pump, you did go lock to lock when turning the wheel right? The only time I have seen foam in the pump was when the fluid was low and or there was air in the system. If the pump was fine before the removal of the old rack, it should still be fine. I had to change my rack this summer and when I started the car up it was horrible sounding but after about 5 minutes of bleeding it was back to normal.
