Is my tensioner worn out?

So a couple weekends ago I removed my a/c and installed the a/c delete kit. I already got rid of the smog pump. When I went and bought installed my new belt I noticed the tensioner is putting so much pressure on the belt its rubbing itself. In the link I have my belt routed like the bottom left picture but the tensioner is pressing the belt down so much it rubs directly below it. Is this caused by a worn out tensioner? I tried adjusting the tensioner but found out theres only one way for it to attach without drilling a new hole in the mounting bracket.

FWIW I have a 71.5 inche belt on and tried a 71 inch but it was too small to fit on all the pulleys.
