Is this a sign of a bad fuel pressure regulator?

While idling, the fuel pressure, at times, is between 32-36 psi (idling) and sometimes jumps to 50 or higher psi while idling or goes to 30 psi or below. And sometimes while driving it doesn't go above, say, 30 psi but sometimes goes to 60 psi. Idle test done with both my electric autometer gauge and port mounted analog gauge. Driving testing done with the electric autometer gauge only of course.

Note: The fuel pump primes when the key is turned.

Now, while driving (i.e. cruising), I experience a slight surging or bucking affect but when I am into the throttle, there is no surging or bucking or at least I don't feel it anyway.

Is the fuel pressure regulator going bad?

I know it is totally different issue but when i had that problem i thought it was regulator too but turned out to be the ignition coil....Had nothing to do with fuel or regulator. Just letting you know.
