Because they were notorious for overheating and melting the switch, causing it to do the copcar thing. Somebody just got tired of replacing the switch, fixing it, etc- and removed the temptation to switch them on... entirely.
 
The factory switch can't handle the voltage draw from the fog lamps. Either wire the fog lights to a seperate switch ( www.corral.com tech article) or replace your existing switch with a new one and wait for it to do it again in a few years. If you replace the switch, take a good look at the harness plugs too.
 
The actual upgrade from Ford came with a new headlight switch, multifunction switch, and a heavier gauge wire running between. Some years also needed a instrument panel dimmer switch. The repair kit from LRS comes with a new harness plug and terminal ends.

Could be the switch is rusted or just worn out. Mine makes a sqeaking sound when I turn it. I also think the little dots are on the wrong side. The dots are larger towards the dimmer side.
