My horn blows when I turn left, so I took out the fuse, and once in a while my cruise control does not work. Could this be a problem with the brush or the contacts behind the steering wheel?
 
I don't see how it would happen while only turning left unless the column itself is loose, but your hypothesis is as good as anything I got. The switch contacts are spring loaded and ride in a 3 channel ring.

The fuse for the horn also impacts the cruise control and cigarette lighter.

Most of us know that if we spill soda or cofee in the cigarette lighter that it will pop the fuse and you lose the cruise control and the horn.

The cigarette lighter works. If my cruise control doesn't work, I just try a few more times and it works.
