Ok well pretty much what the title says, Is this where the alternator bolt should be or should it be in all the way or something. I was just checking my belt today when I noticed that.
Is this where the bolt should be?

It should definitely be up against the bracket. Someone probably put the wrong bolt in. I'd take the brackets off and make sure all of the bolts are the right size, but you'd be fine just taking that bolt out and getting a shorter bolt from a parts store.

Why not just check to see if it's tight? That sure looks like the right bolt. You have to loosen it and remove the top bolt to take the valve covers off. Most likely just forgot to tighten it up the last time. I know I did. lol

Well I thought it was probably not the right bolt because by hand it wouldnt move and it was pretty far out. But anyway I got to work and was got my hand on a 15 and it tightened right up. Thanks
