IVR test

Do I have this right? If I connect 12v to one terminal of the IVR and a grounded test light to the other terminal, should the test light blink? Which terminal should get the 12v? When I connect the 12v to the terminal that is towards the center of the cluster and the grounded test light to the terminal that would be torwards the outside of the cluster I just get a constant light on the test light. No pulsing. Does this mean the IVR is bad?? Hope this description makes sense.

the best way to test it is with the ICVR connected to the harness, and use the sharp probe pierced into the signal wire.
