No, JLTs are not carb legal.

Since they are easy to put on and take off, I'd recommend getting a JLT and keeping the stock. Swap the stock back on when you have to get inspected.

Doesn't the JLT Intake require a tuner?
 
I have one and it doesn't require a tune. I spent the extra cash for the painted intake tube to match my car (Mineral Grey). I would say that I gain some power and throttle response is noticable. Pearl02.
