Purchased a new starter....two small rubber doodads ripped off??? do I need them or should I put electical tape over it?

Rubber doodads? How are those electrical?
If you're talking about those rubber nipple thingies, I wouldn't cover the remaining holes with tape. I'm pretty sure those are supposed to be vents of some kind to keep moisture (dew, frost, splashes from puddles while driving, etc.) from gathering inside the starter unit and shorting things out. Most newer-style starters all seem to have those.
